In view of the nature of the duties and responsibilities
of the post, I consider that the officer selected for it should
be a Medical Officer of some experience, and in order to avoid the expense of recruiting a suitable officer from the United
Kingdom I would propose that, in the event of the creation of this post receiving your approval, a Medical Officer of the existing establishment of the Medical Department should be seconded to it on his present salary in the Medical Officers' scale, and that the
resulting vacancy in the number of Medical Officers available for normal duties should be made up by the recruitment in Hong Kong of an Asiatic or locally domiciled Medical Officer on the usual dollar
salary scale payable to Chinese Medical Officers.

Should a sufficient state of preparedness and organization be attained after two or three years, or should the international situation improve very considerably after that period, it might be possible then to abolish the proposed new post when the officer
appointed to it would revert to normal duties and a corresponding reduction of one would be made in the establishment of Medical
Officers.
5. I shall be glad to have a telegraphic reply to this despatch as the need for this appointment is in my opinion of urgent necessity.
